Im replying to what the OP said he is saying that ping is one of the issues in NA which all pros will say that is a problem. So why not make a west coast server (in LA) and keep the Chicago server. Again it will only affect those who challenger or grandmaster and that is a very low percentage of the players?
The issues I was having involved my lovely 30 ping jumping to about 400, rhythmically, every 5 or so seconds. This is more-so targeted at people that play with a desktop on wifi, but will also work for laptops as long as you remember to enable/disable the option when you change connections.
